"The Editor will endeavour to form a selection that shall be agreeable and interesting to the general reader, and not unsatisfactory to the antiquary and the scholar. It is, however, an essential part of his design, to collect only the Ballads that appear most worthy of preservation, --and not to reprint those which have no stronger reommendation than their rarity; --rejecting none, because they are already sufficiently known, and accepting none, because they are merely scarce ... The Editor will, therefore, consider himself justified in so arranging these Ballads as to obtain variety, both of style and illustration, without regard to the period at which they were written, or the sources in which they originated; prefacing each by such explanatory remarks as shall communicate all the information he can obtain concerning its history."--Introduction
