The increasing complexity and conflicts on the world stage have overtaken the ability of the United Nations (UN) to protect international peace and security by the dynamics and characteristics of these conflicts. In this context, regional organizations (OR) have had to take a series of tasks, both independently and in cooperation with the UN to contribute to the maintenance of international peace and security. The recent crisis in Libya has reopened the debate on the role of regional organizations - in this case, NATO, the European Union (EU) and African Union (AU) - in managing the challenges to peace and security. It has also shown the necessity of implementing a "regional" focus to the crisis and has proven that the most efficient way of act is through local institutional actors with presence or projection capabilities in the areas of conflict
La complejidad y el aumento de conflictos de carácter nacional e internacional presentes en la escena mundial han hecho que la capacidad de las Naciones Unidas (NN.UU.) para proteger la paz y seguridad internacionales se haya visto superada por las dinámicas y características propias de estos conflictos. En este contexto, las organizaciones regionales (OR) han tenido que asumir una serie de tareas, tanto de forma autónoma como en cooperación con las NN.UU. para contribuir al mantenimiento de la paz y la seguridad internacionales. La reciente crisis en Libia ha reabierto el debate sobre el papel de las organizaciones regionales - en este caso, la OTAN, la Unión Europea (UE) y la Unión Africana (UA) - en la gestión de los desafíos a la paz y la seguridad. Asimismo, ha mostrado la necesidad de establecer un enfoque "regional" para las crisis y ha probado que la manera más eficiente de afrontarlas es a través de actores institucionales locales con presencia o capacidades de proyección en las zonas de conflicto
