This research was carried out because The Municipal Council of Chiclayo, exists the subsisting worry on the management of public funds in concretions works of great social impact concern, but despite the improvement in the financial management of the municipal government is far from achieve more work and better services to the community. In the research population and sample, were shaped by the universe that consists of all directors, managers, clerks, traders, market information, the media, experts intellectuals on the topic to investigate, together total one hundred informants, which in turn is 100% of the population. To perform the analysis of the Provincial Municipal Council of Chiclayo management, we took into account local spending and magnitude in the aggregate economy, the lack of skills in many of the public services provided, and the impact of public services in economic growth and well-being of the local population; however, we conclude that the social impact fruit of the municipal management of Chiclayo has not been positive in the period 2007-09 in analysis because there is still a strong unmet demand to cover in that community
La presente investigación obedece a que hay preocupación sobre el manejo del Concejo Municipal de Chiclayo de los fondos públicos en obras de gran impacto social. La mejora en la administración financiera de este gobierno municipal está distante de lograr más obras y mejores servicios a la comunidad.En la investigación, la muestra estuvo conformada por el universo compuesto por todos los directores, gerentes, empleados administrativos, operadores, la información del mercado, de los medios de comunicación, intelectuales expertos en el tema a investigar, que suman cien informantes, que a su vez es el 100 % de la población.Para llevar a cabo el análisis de la gestión del Concejo Municipal Provincial de Chiclayo, se tomaron en cuenta el gasto local y la magnitud en el agregado de la economía, la ausencia de competencias en gran parte de los servicios públicos provistos, y el impacto de los servicios públicos en el crecimiento económico y el bienestar de la población local; sin embargo concluimos que el impacto social fruto de la gestión municipal de Chiclayo no ha sido positivo en el periodo 2007-2009 en análisis, porque todavía existe una fuerte demanda insatisfecha por cubrir en esa comunidad
