Desde Guatemala a las Provi...
This brief article analyzes the fiscal measures that provincial councils and political bosses implemented in initial efforts to contain the "territorial revolution of towns". The starting point of this process consisted in imposing control on the public treasuries of the constitutional governments. The years 1820-1822 marked the beginnings of the processes that would frame the histories of political transitions in the various regions of Mexico and Central America in the first half of the 19thcentury. The article shows that while the constitutional governments and provincial councils established from Guatemala all the way to the Internal Provinces of Western Mexico played key roles in that period of profound change, the conclusion is that elected officials (diputados) forged alliances with disparate political groups that allowed these institutions of provincial government to impose political and administrative control on constitutional governments.
Neste pequeno artigo me concentro nas medidas fiscais que os conselhos provinciais e os chefes políticos realizaram a fim de começar a conter a "revolução territorial dos povos ". O ponto de partida para este processo foi o controle das finanças públicas das prefeituras constitucionais. Entre 1820 e 1822, começaram processos que marcariam a história das transições políticas nas diferentes regiões do México e da América Central durante a primeira metade do século XIX. Nesse processo de mudança, um lugar fundamental foi ocupado pelas prefeituras e as deputações provinciais desde a Guatemala até as Províncias Internas do Ocidente. Concluo que os deputados forjaram alianças com diferentes grupos políticos que permitiram a essas instituições governamentais provinciais exercer controle político e administrativo sobre as prefeituras e as deputações provinciais
En este breve artículo me centro en las medidas fiscales que llevaron a cabo las diputaciones provinciales y los jefes políticos a fin de comenzar a contener la "revolución territorial de los pueblos". La base de partida de este proceso fue el control de las haciendas públicas de los ayuntamientos constitucionales. Entre 1820 y 1822, comenzaron procesos que marcarán las historias de las transiciones políticas en las diferentes regiones de México y de Centroamérica durante la primera mitad del siglo XIX. En este proceso de cambio ocuparon un lugar fundamental los ayuntamientos constitucionales y las diputaciones provinciales que se establecieron desde Guatemala hasta las Provincias Internas de Occidente. En el artículo concluyo que los diputados forjaron alianzas con distintos grupos políticos que permitieron que estas instituciones de gobierno provinciales lograran ejercer un control político y administrativo sobre los ayuntamientos y las diputaciones provinciales
