The Article 18th of the United Nations Charter recognizes to each Member the right to vote for the discussions of the General Assembly, making this instance the maximum deliberative organ of the transnational scene. The Latin American countries, in exercise of its sovereignty and without avoiding their role in the developed world, have been taking part of this discussion and have materialized its feelings towards the different subjects that provoke the interest of the International Community. It is necessary, then, to know what is the opinion that the Latin American countries, individually and as region, have expressed in the General Assembly; how this one is far from the opinions of other countries or blocks of countries; what role has played the region in the construction of a 'international morality' and how it takes place in the same one. This study will help us to answer these questions and to view the path that Latin America must cross in its intention of being increasingly inserted and with more success in the dynamics of the International System
El Artículo 18 de la Carta de las Naciones Unidas, reconoce a cada Estado Miembro el derecho a votar las discusiones de la Asamblea General, haciendo de ésta el máximo órgano deliberativo de la escena transnacional.6 Los países Latinoamericanos, en ejercicio de su soberanía y sin sustraerse del devenir mundial, han participado de estas discusiones y materializado su sentir frente a las distintas temáticas que suscitan el interés de la Comunidad Internacional. Cabe, entonces, preguntarse cuál es la opinión que los países Latinoamericanos, individualmente y como región, han expresado en el seno de la Asamblea General; cómo ésta dista de las opiniones de otros países o bloques de países; qué rol ha desempeñado la región en la construcción de una 'moral internacional' y cómo se sitúa frente a la misma.8 La respuesta a estos interrogantes puede contribuir, como se lo propone el presente estudio, a vislumbrar el camino que América Latina debe recorrer en su propósito de insertarse cada vez más y con mayor éxito en las dinámicas del Sistema Internacional
