This article intends to understand the relations established between the indigenous communicators of the state of Oaxaca and the agents of the State within the framework of the promulgation of the Federal Law of Telecommunications and Broadcasting. It is mainly based on the analysis of the indigenous previous consultation carried out by the Instituto Federal de Telecomunicaciones in 2015. Thinking about these relations from hegemony and counter-hegemony allowed us to observe the ways in which the involved actors negotiate, resist, conflict, seek solutions and generate tensions. What I called epistemic misunderstandings within a "battlefield of knowledge" is a contribution to a better understanding of these relationships
En este artículo se busca entender las relaciones que se establecen entre los comunicadores indígenas del estado de Oaxaca y los agentes del Estado, en el marco de la promulgación de la Ley Federal de Telecomunicaciones y Radiodifusión. Principalmente, se basa en el análisis de la consulta indígena que llevó a cabo el Instituto Federal de Telecomunicaciones, en 2015. Pensar en estas relaciones a partir de la hegemonía y la contrahegemonía me permitió observar las maneras en que los actores involucrados negocian, resisten, entran en conflicto, buscan soluciones y generan tensiones. Lo que llamé desentendimientos epistémicos dentro de un "campo de batalla del conocimiento" es una contribución para comprender mejor estas relaciones
