"Nuevo Régimen Electivo" en Oxchuc, Chiapas: Un análisis en torno a sus oportunidades y desafíos

I analyze the opportunities and challenges faced by the indigenous municipality of Oxchuc(Chiapas, Mexico) regarding the recently introduced electoral regime of 'Usos y Costumbres,'legally and electorally called "Internal Normative Systems" (SNI). Oxchuc was the first toimplement it in the State of Chiapas, for the election of its municipal authorities. Drawing uponthe concept of Political Culture, I reflect on the political institutions of the municipality thatcontribute to the development of this project and, at the same time, those that obstruct and/or challenge its continuity. To do so, I conduct a detailed examination of the guidelines thatregulated the elections of municipal authorities in 2019 and 2021 in Oxchuc, under its newelectoral regime of 'Usos y Costumbres,' officially known as "Internal Normative Systems" (SNI).I conclude that the emerging regime in this demarcation must overcome significant technicalaspects in terms of its own electoral procedures and, simultaneously, address political aspectsto achieve a unique interrelation, in line with the socio-territorial and political complexity ofthe municipality

Analizo las oportunidades y desafíos que enfrenta el municipio indígena de Oxchuc (Chiapas,México) debido al recién introducido régimen electoral de 'Usos y Costumbres', denominadojurídica y electoralmente como 'Sistemas Normativos Internos' (SNI). Oxchuc fue el primero en implementarlo en Chiapas, para la elección de sus autoridades municipales. Desde elconcepto de Cultura Política, reflexiono sobre las instituciones políticas del municipio quecontribuyen al desarrollo de este proyecto y, al mismo tiempo, aquellas que obstruyen y/odesafían su continuidad. Para ello, examino detalladamente los lineamientos que regularonlas elecciones de autoridades municipales de los años 2019 y 2021 de Oxchuc, bajo su nuevorégimen electoral de 'Usos y Costumbres', conocido oficialmente como 'Sistemas NormativosInternos' (SNI). Concluyo que el naciente régimen de esta demarcación debe superarimportantes aspectos técnicos en materia de procedimientos electorales propios y, al mismotiempo, aspectos políticos para poder lograr una interrelación única, acorde a la complejidadsocioterritorial y política del municipio
