This report provides an overview and analysis of the historical trajectory of policy development for ensuring the rights of social security benefits for Ukrainian migrant workers. The challenges currently faced by Ukrainian policymakers regarding national migration policy, labour migration, policy, and other related issues, are presented in the context of the difficulties arising out of the economic crisis period that followed Ukrainian Independence in the 1990s, the subsequent recovery throughout most of the 2000s, and most recently the Global Financial and Economic Crisis of 2008-2009. This report details the evolution of the legal and institutional framework upon which future policy reforms can be built, and cites recent setbacks as well as successes in the reform process . Relevant statistical data is also provided that details demographic trends in the migrant labour markets, the impact of labour migration on the Ukrainian economy, and the corresponding problems and challenges faced by Ukrainian migrant workers abroad pertaining to social security benefits. Lastly, suggestions and recommendations for future policy development are provided in order to bring stakeholders together towards addressing the major challenge of ensuring migrant worker social security benefits
