Alcances para el Análisis de la Equidad en los Sistemas de Salud

In the light of the recent health reforms in the Latin American region, the object of this document is to examine health systems with an equity perspective. Considering the distinctiveness of the health markets (uncertain demand and possible catastrophic effects, market mismatches, and demographic, epidemiologic and technological transition) the document examines the financing of health, integration of the sanitary networks (segmentation and fragmentation of markets), resource allocation and payment mechanisms, and health advancement and prevention, which the author considers significant to identify the "degree" of equity in the health systems and to guide the respective public policies

A la luz de las reformas recientes de salud en la región latinoamericana este documento tiene por objeto examinar los sistemas de salud en una perspectiva de equidad. Tomando en cuenta las especificidades de los mercado de salud (demanda incierta y eventuales efectos catastróficos; asimetría de mercados; y, transición demográfica, epidemiológica y tecnológica) se examina la estructura del financiamiento de la salud; la integración de las redes sanitarias (segmentación y fragmentación de mercados); la asignación de recursos y mecanismos de pago; y, las acciones de promoción y prevención de la salud los que, a juicio del autor, son significativos para identificar el "grado" de equidad de los sistemas de salud y orientar las políticas públicas respectivas
