The purpose of this paper is to present the findings of research sponsored by the College of Professional Rehabilitation Counselors in Puerto Rico (CPCR-PR) whose overall objective was to present the development of the Vocational Rehabilitation Program in the Island since its inception to the present. The specific objectives of this research were: a) to present the historical context and legal development of the Vocational Rehabilitation Program in Puerto Rico; b) describe how changes in legislation and restructuring has impacted service delivery; c) identify leaders who contributed to the implementation and development of the Program by decades; and d) analyze how development affects the professionalization of Rehabilitation Counseling in the country. The methodology used in this research was qualitative. Analysis of the information concluded that the transformation of the program from its inception has been constant, and has helped to expand the provision of services and the population it serves as the growth of the profession of Rehabilitation Counseling. However, the economic uncertainty faced in the last years presents new challenges requiring new strategies that promote the inclusion of people with disabilities in Puerto Rico
El propósito de este trabajo es presentar los resultados de una investigación auspiciada por el Colegio de los Profesionales de la Consejería en Rehabilitación de Puerto Rico (CPCR-PR) cuyo objetivo general era presentar el desarrollo del Programa de Rehabilitación Vocacional en Puerto Rico desde sus inicios hasta el presente. Los objetivos específicos de esta investigación fueron: a) demostrar el desarrollo legal, histórico- contextual del Programa de Rehabilitación Vocacional en Puerto Rico; b) describir cómo los cambios en legislación y reestructuraciones impactaron la prestación de servicios; c) identificar los líderes que aportaron a la implantación y a su desarrollo, por décadas y, d) analizar como su desarrollo incide en la profesionalización de la Consejería en Rehabilitación en el País. La metodología es de corte cualitativo. Del análisis de la información se concluye que la trasformación del Programa desde su creación ha sido una constante y ha contribuido a ampliar la prestación de servicios y la población a la que sirve al igual que al crecimiento de la profesión de la Consejería en Rehabilitación. Sin embargo, la precariedad económica que enfrentamos presenta nuevos retos que requerirán de nuevas estrategias que promuevan la inserción de las personas con impedimentos en Puerto Rico
