A área de Tecnologia da Informação (TI) é responsável pelos projetos de desenvolvimento de software e pelos sistemas de informação (SI) essenciais para a competitividade das grandes empresas. Apesar de os crescentes avanços em técnicas e conhecimentos de gerenciamento de projetos, ainda são registradas altas taxas de projetos de desenvolvimento e implantação de SI que fracassam. Dessa forma, um dos desafios enfrentados pela área de TI nas empresas é a adoção de mecanismos que possam garantir a eficiência do gerenciamento de seus projetos. Este trabalho descreve como a implantação de um Escritório de Gerenciamento de Projetos (Project Management Office - PMO) pode auxiliar as organizações a alcançarem maior eficácia e eficiência na execução e controle de projetos na área de TI/SI. Para isso, realizou-se uma ampla revisão da literatura, atendo-se aos tipos de implementação de PMO, e um estudo de caso, sobre a adoção do PMO como ferramenta de suporte e de controle gerencial de projetos de TI/SI, em uma empresa brasileira de serviços de telecomunicações. A pesquisa auxiliou a identificação dos fatores críticos de sucesso, de benefícios e de dificuldades associadas às práticas de controle gerencial de projetos de TI executadas por um Escritório de Gerenciamento de Projetos
The area of Information Technology (IT) is responsible for software development and for the information systems (IS) essential to the competitiveness of large enterprises. Despite growing maturation of project management as a field, high failure rates for project development and IS implementation are still common. Thus, one of the challenges faced by the IT area in businesses is the adoption of mechanisms that can guarantee the efficiency of project management. This article describes how the implementation of a Project Management Office (PMO) can help organizations to reach greater efficiency and efficacy in the execution and project control of the IT/IS function. We undertook an ample review of pertinent literature, identifying different types of Project Management offices and applied this literature to a case study of the adoption of a PMO as a support and management tool for f IT/SI in a Brazilian telecommunication service provider. The research helped to identify the critical success factors, as well as the benefits and difficulties associated with the practices of management control of IT/IS projects performed by a PMO
