La Ley 45/2007 de desarroll...
Law 45/2007 on the Sustainable Development of the Rural Environment can regulate the urban growth of the Spanish countryside due to the measures it includes in the field of housing and town planning (art. 33) and which are specified via the Sustainable Rural Development Programme (PDRS), in regional Rural Area Plans (PdZ). To do so, first, we list the existing actions on urban planning and housing in the PDRS; second, we identify the same in the developed PdZ; and, third, we examine the differences and similarities around art. 33 of the PdZ carried out in the same autonomous region and between Autonomous Communities. The analysis of content shows that the PdZs and the actions and measures carried out are limited: only 8 Autonomous Regions have developed PdZs. Of these, only 5 have carried out any actions, and these are not only few in number (only 7), but also not very varied (more than 94% correspond to 3 actions). The same applies to the actions: 80 actions (grouped into 23 types), of which 79 are grouped into 2 actions. The availability of more funding would help to increase the development of Art. 33 in the PdZs, although it should specifically reflect the idiosyncrasies of the Spanish rural environment, so that subsequent developments would be increasingly relevant
La Ley 45/2007 para el Desarrollo Sostenible del Medio Rural puede ordenar el crecimiento urbanístico del medio rural español gracias a las medidas que recoge en materia de vivienda y urbanismo (art. 33) y concretadas vía Programa de Desarrollo Rural Sostenible (PDRS), en Planes de Zona Rural (PdZ) autonómicos. Para ello, primero, enumeramos las actuaciones sobre urbanismo y vivienda existentes en el PDRS; segundo, identificamos las mismas en los PdZ desarrollados; y, tercero, examinamos las diferencias y las similitudes alrededor del art. 33 de los PdZ realizados en una misma autonomía y entre Comunidades Autónomas. El análisis de contenidos evidencia que los PdZ y las actuaciones y acciones efectuadas son limitadas: solo 8 Autonomías han desarrollado PdZ. De estas, solo 5 han realizado alguna actuación, siendo estas no solo reducidas (solo 7), sino también poco variadas (más del 94% corresponden a 3 actuaciones). Con las acciones, ocurre parecido: 80 acciones (agrupadas en 23 tipos), de las que 79 están englobadas en 2 actuaciones. La disponibilidad de mayor financiación contribuiría a incrementar el desarrollo del art. 33 en los PdZ, si bien esta debería recoger específicamente la idiosincrasia del medio rural español, de modo que los desarrollos posteriores fueran cada vez más relevantes
