Auditoria operativa en el á...
Las organizaciones en general, ya sean públicas o privadas, requieren ser controladas y evaluadas sobre sus operaciones, por ello, la organización en estudio se ha propuesto realizar una auditoría operativa que permita verificar la gestión administrativa. Para ello se tomará como año base el 2015 y se examinará la utilización de recursos, el grado de cumplimiento de las leyes y políticas que lo rigen. Durante años el GAD no ha sido administrado de una forma eficiente por lo que es indispensable realizar una Auditoría Operativa y gracias a los conocimientos aplicables al tema de estudio, que han sido transferidos desde la Universidad Estatal de Quevedo al investigador, se considera una buena oportunidad para el mejoramiento de la gestión del GAD e identificación de los puntos importantes a los que se debe atender siendo considerados como riesgos auditables. En el cantón Pichincha localizado en la provincia de Manabí, el Gobierno parroquial de San Sebastián, al ser una entidad pública de servicio al ciudadano, tiene que rendir cuentas a la Contraloría, sobre su gestión administrativa y financiera, amparándose en la normativa vigente que se fundamenta en el artículo 64 del Código Orgánico de Organización Territorial, Autonomía y Descentralización. Se tienen indicios de que durante el año 2015 la administración del Gobierno parroquial fue deficiente debido a que se observó que la gestión administrativa no estaba debidamente soportada, lo que ocasionaba que los colaboradores no posean una guía para realizar sus actividades cotidianas; añadiendo a esto, la confusión y falta de cursos de capacitación para cumplir con el ejercicio de cada una de las funciones encomendadas. Además la organización carecía de un organigrama que permita representar gráficamente la estructura organizativa de la entidad, impidiendo que los colaboradores sepan a quien dirigirse en las diferentes situaciones. Organizations in general, whether public or private, need to be controlled and evaluated on their operations; therefore, the organization under study has proposed to perform an operational audit to verify administrative management. For this purpose, 2015 will be taken as base year and the use of resources will be examined, the degree of compliance with the laws and policies that govern it. For years the GAD has not been managed in an efficient way so it is essential to perform an Operational Audit and thanks to the knowledge applicable to the subject of study, which have been transferred from the State University of Quevedo to the researcher, it is considered a good opportunity for the improvement of the management of the GAD and identification of the important points to which they must attend being considered as auditable risks. In the Pichincha canton located in the province of Manabí, the parish government of San Sebastian, being a public entity serving the citizen, has to report to the Comptroller's Office about its administrative and financial management, under the current regulations that are in force. It is based on article 64 of the Organic Code of Territorial Organization, Autonomy and Decentralization. There are indications that during 2015 the administration of the parochial Government was deficient due to the fact that it was observed that the administrative management was not properly supported, which meant that the collaborators did not have a guide to carry out their daily activities; adding to this, the confusion and lack of training courses to comply with the exercise of each of the functions entrusted. In addition, the organization lacked an organization chart that allows to graphically represent the organizational structure of the entity, preventing collaborators from knowing who to contact in different situations.
