The progress of education allows promoting well-being and at the same time reduces social inequality, taking into account the opportunity to achieve a free and dignified life, guaranteeing the right to quality higher education motivated by excellence and ease of connection with society through institutional mechanisms and others established in the relevant regulations, generating situations of independence to obtain knowledge of thought and culture. The purpose of the work is to demonstrate in a comparative way the variations of learning in the virtual and face-to-face modalities assumed by higher education in the period of the Covid-19 pandemic and the constitutional norms to improve the quality of learning with a direct approach to the integral formation of students, to contribute to the evolution of a society in terms of its social, productive and environmental structure. The research is of a qualitative, descriptive, non-experimental type, with a historical-logical approach, thus focusing on the study of the constitutional norm and the higher education law, allowing us to understand the transcendental change during the periods 2018 - 2022 to make a respective analysis and observe the strategies and weaknesses, setting possible permanent solutions to improve the training process within higher education
El progreso de la educación permite promover el bienestar y al mismo tiempo reduce la desigualdad social tomando en cuenta la oportunidad para alcanzar una vida libre y digna garantizando el derecho a la educación superior de calidad motivada a la excelencia y facilidad de vinculación con la sociedad mediante mecanismos institucionales y demás establecidos en las normas pertinentes, generando situaciones de independencia para lograr obtener conocimiento del pensamiento y cultura. El trabajo, tiene como finalidad demostrar de manera comparativa las variaciones del aprendizaje en las modalidades virtual y presencial asumidas por la educación superior en el periodo de pandemia Covid-19 y las normas constitucionales para mejorar la calidad de aprendizaje con un enfoque directo a la formación integral de los estudiantes, para coadyuvar a la evolución de una sociedad en cuanto a su estructura social, productiva y ambiental. La investigación es de tipo Cualitativo, descriptivo no experimental, con un enfoque histórico-lógico, de esta manera enfocarnos en el estudio de la norma constitucional y la ley de educación superior permitiéndonos comprender el cambio transcendental en el transcurso de los periodos 2018 - 2022 para hacer un respectivo análisis y observar las estrategias y debilidades fijando posibles soluciones permanentes para mejorar el proceso de formación dentro de la educación superior
